Nottinghamshire County Council won the LGC 2006 National Award for Local Government e-Government for its outstanding Telecare services with a two-tier strategy delivered through an Infocare solution from Burall.

The Telecare solution firstly provides greater protection and security for service users with installed terminals monitoring service user activity and environment by connecting to a wide variety of sensors including fall alarms and movement sensors, together with a call facility to request emergency service and help.

Secondly, the solution is helping the council implement Outcome-based Commissioning, fairer charging and more effective management of independent homecare providers through electronic recording of care staff activity.

The case study also discusses the Council's partnering approach with staff, independent service providers, stakeholder groups and service users to successfully implement the homecare management system and enhance service-user security and carer working practice.

The case study explores Cheshire's collaborative approach, working in partnership with PCTs, housing, care providers and the voluntary sector to quantify requirements and to manage a successful procurement of Telecare services from Tunstall, facilitated by the Preventative Technology Grant.

The case study also examines the range of services available to residents including a 24hr response service, bed sensors, door sensors and smoke detectors to meet their needs, management of the service and means of provision to residents through a needs-based assessment undertaken by the authority and fellow agency care staff.
